error after update to 3.0.17 was created by caps

Hello,
I have done the upgrade to version 3.0.17 (from 3.0.13) from admin panel

the installation procedure show:
Configuration parameters missing (red)
Configuration file changed (green)
Version number saved (green)
Database tables checked and changed if necessary (green)
Database tabledata checked and corrected if necessary/possible (green)
All files have bin updated except your own configuration settings and your recipeimages (black)
Upload your personal changes from your backup to the server (black)
Click on the button below to go to the configuration (red)

now the frontend work normaly, the backend show strange caracters (see img)

Any ideas?

Can you tell me the way to show the bad Characters? if you start Garyscookbook?

yes, from the admin panel Components/Gary's Cookbook (menu link)

the same if I put system debug ON

i think a File is currupt install version 3.0.17 too

it's possible, but I download the remote folder to a local copy ant its work

is local the PHP Version the same as online?
